“The IT sector is one of the key areas intended to drive the economy,” Arsen Ghazaryan.

“Almost 10 years ago, when the high-tech and IT sector in Armenia began to show certain activity, we decided to establish a sectoral structure to unite capable entrepreneurs specialized in this field, protect their interests, develop programs, and engage in constructive dialogue with the state,” said Arsen Ghazaryan, President of the UMBA of Armenia, during a speech at the regular assembly of the Union of Employers of Information and Communication Technologies (UEICT).

“The UEICT was one of the first successfully established sectoral organizations, which, through joint efforts and bold and persistent steps, strives to advance and develop the field.”

According to Ghazaryan, the IT sector is one of the main drivers for economic progress and plays a vital role in making Armenia competitive and recognized on the international stage. However, he noted, it is not easy for entrepreneurs to quickly grasp and implement the importance of integrating IT into business. Currently, a priority for the UIE and UEICT unions is to promote the continuous introduction of new technologies into the national economy through joint efforts and collaborative events. He also emphasized the importance of maintaining constructive dialogue with the state in this regard.

Armen Baldryan, President of the UEICT, stated that their organization prioritizes the development, digitization, and technological transformation of the economy, aiming to be one of the driving forces behind technological advancement. He highlighted the long-standing close cooperation with the UIE as highly valuable.

Since its inception, the UEICT has adhered to its founding principles, Baldryan noted. The union itself does not engage in business but is committed to fostering the business development of its members and primarily aims to advance information and communication technologies in Armenia. To achieve this, the union actively collaborates with various organizations and government bodies and is involved in the legislative drafting process.

“Today, we need to lay the groundwork for productive work in the coming years. This period is crucial for Armenia, as the time is ripe for entering new technological fields and making our country visible in this domain,” Baldryan stated. “What matters most is our collective effort—not focusing solely on our businesses but on developing the sector, creating the necessary technological chains in Armenia, and ensuring technological progress by collaborating rather than competing.”

Welcoming the assembly participants and wishing them productive work, Minister of High-Tech Industry of Armenia Mkrtich Hayrapetyan characterized professional unions as critical pillars for governments. He stressed the importance of a constructive private sector–state dialogue that yields practical results. He pointed to the effective collaboration that led to the development of the law on state support for the high-tech sector. “Through joint efforts, we created a fundamental law to support and develop the technological field in our country in a new way,” the minister noted.

UEICT Executive Director Eduard Musaelyan presented the organization’s activity report. Organizational issues were discussed. The assembly reelected Armen Baldryan as President of the UEICT.

Arsen Ghazaryan awarded Armen Baldryan with a UMBA certificate of appreciation and a gold medal for his significant contribution to the development of the IT sector in Armenia, uniting the interests of enterprises in the field, retraining personnel to meet modern demands, and enhancing Armenia’s recognition on the international stage.
